Freedom of Information in the Hungarian Rule of Law Debate
Public guest session in the course Institutions of the EU on the impact of European Union conditionality on the protection of freedom of information in Hungary.
After the European Commission launched the conditionality procedure and the Council of the EU decided to suspend EU funds to Hungary in December 2022, the Hungarian government has started to submit laws to address EU concerns regarding the rule of law situation. The changes also impacted the transparency framework. Two years after the introduction of a freedom of information reform, several conclusions can be drawn.
Noémi Fanni Molnár is a lawyer practicing in Budapest, Hungary. In collaboration with the Hungarian Civil Liberties Union, K-Monitor, and the Streetlawyer Association, she specializes in fundamental rights litigation. Before being admitted to the bar, she studied law and criminology at ELTE and sociology at Corvinus University. She obtained her LLM in comparative constitutional law from Central European University. Currently, she is a PhD candidate at the Center for Theory of Law and Society at ELTE. Her research interests include legal advocacy and strategic litigation. She is a 2024—2025 re:constitution fellow with the project 'Doctrines and Facts – Evidence Based Review in Fundamental Rights Litigation'.
